THE PRESIDENCY

Initially, when he came to office, Kennedy did not exercise due diligence over the nation's foreign intelligence services. The new president's quest for power contributed to the debacle of the Bay of Pigs. He allowed the invasion of Cuba—planned before he came to be chief executive—to be carried through. Foreign affairs professionals have criticized him for a tendency to accept too many “givens” in defense matters. After the Bay of Pigs fiasco, it did become clear to Kennedy that he must install his own trusted appointees in positions of responsibility. In the Cuban missile crisis (which he helped to precipitate; the Cubans claimed the Russian missiles were defensive), Kennedy did demonstrate genuine statesmanship. “He looked at things from the Soviet side, compromised on secondary issues, did not play politics, and when he succeeded in getting the missiles removed, did not gloat or boast…. The missile crisis…impel (led) Kennedy to take new initiatives in seeking a reduction in Soviet-American tensions.” 30

Popularly, Kennedy's charisma made him a star. Reporters spoke of a frenzy that swept through audiences and of female jumpers, leapers, clutchers, touchers, screamers, and runners who worshiped the new celebrity. 31 Publicly, Kennedy gave the image of a culturally committed liberal who admired intellectuals and would turn to them for wisdom. To say the least, he was more interesting than the bourgeois Nixon. 32 Reporter Theodore H. White observed that to be transferred from assignment to Nixon's to Kennedy's campaign tour was “as if one had been transformed in role from leper and outcast to friend and battle companion.”
